The office of the Ministry of Justice for Mari El demanded liquidating Man and Law due to the violations in the minutes of meetings and holding events in regions where the organization had no administration offices. The justification for the claim also states that the organization is regularly commenting on the activities of the Ministry and "contributes to the negative attitude of society towards the state."
The hearings were held on July 2 and 3 behind closed doors: journalists and observers were not allowed in the hall because of the decree of the Head of the Republic on high alert due to coronavirus. Human rights defenders held live updates online.
Alexey Laptev, a lawyer for the Public Verdict Human Rights Organization who represented Man and Law before the court, called the lawsuit of the Ministry of Justice injurious to the public and referred to the recommendations of the European Court of Human Rights (ECHR), according to which liquidation is a measure of last resort (for example, if the organization uses violence or is associated with terrorism).
The Ministry of Justice of Mari El demanded liquidating Man and Law on December 10, 2019. The organization had already been fined twice for not being marked as a foreign agent. Man and Law was established in 1998. In 2014, the organization became interregional and able to work in half of the regions of Russia.
