On February 2d, Mikhailov sent a deputy inquiry to the Prosecutor's Office of the Komi Republic, Human Rights Ombudsman Tatyana Moskalkova and Human Rights Ombudsman Nadezhda Bykovskaya in connection with the detention of participants in the uncoordinated rally on January 31st in Syktyvkar. The prosecutor's office established that on January 31st, 79 people were detained at the actions in support of the politician Alexei Navalny and taken to the Russian Ministry of Internal Affairs for Syktyvkar from 12:00 to 15:00. In total, 86 protocols were drawn up for disobedience to police officers, as well as for violating the procedure for holding a public event.
According to the law (Article 27.5 of the Administrative Offenses Code of the Russian Federation), the period of administrative detention should not exceed three hours. And according to the department, the protesters were in the building of the Ministry of Internal Affairs of Syktyvkar over this time. During this period, they did not draw up protocols on administrative detention, and therefore they did not have the official status of detainees.
The prosecutor's response says that they were kept in conditions that did not correspond to the norm of at least two square meters, and without separating men from women. This is contrary to the Regulation on the conditions of detention of persons detained for an administrative offense, food standards and the procedure for medical care for such persons.
In addition, the police did not provide the detainees with food.
On March 4th, the prosecutor's office made a submission to the head of the Syktyvkar Ministry of Internal Affairs for the violations committed.
On January 31st, unauthorized actions were held in Russian regions in support of Alexei Navalny and other political prisoners. According to OVD-Info, the police detained more than 5 thousand people, which became a record in the modern history of Russia in terms of the number of detainees.
According to the estimates of the observers of the Joint Public Observation Group, about 300 people took part in the rally on January 31st in Syktyvkar - almost four times less than on the rally on January 23d. The protesters gathered at the Teatralnaya Square of the city, from where they walked to Kirovsky Park. The 7x7 correspondent reported that the police detained about 70 people.
