During the verification of budget expenditure and financial statement of the Russian Ministry of Justice, the auditors found that 1135543.1 thousand rubles were spent on the enforcement of the ECHR’s decisions in 2019. In total, the state allocated 1.7 billion rubles for these needs.

At the moment, the authorities have not paid 850 million rubles for 10 decisions in 2019 yet. They were not paid, because documents were received late.

The amount of payments that the authorities had to spend due to human rights violations has increased significantly in recent years. So, in 2016, the Russian government paid 500 million rubles as compensation, in 2017 — 900 million rubles, in 2018 — 780 million rubles.

The European Court of Human Rights (Strasbourg Court) is a court of international justice located in Strasbourg, France. Its jurisdiction governs all members of the Council of Europe that have signed and ratified the Convention for the Protection of Human Rights and Fundamental Freedoms including Russia since 1998. By now, Russian citizens have filed the biggest number of lawsuits in the court of international justice, considering that the country's officials violated their rights.
