The amendment to the law "On Regulation of Certain Issues of Holding Public Events in Pskov Oblast" was developed in the regional administration's Department of Internal Policy. This has been done to bring the region's legislation in line with the ruling of the Constitutional Court of the Russian Federation. After a complaint from activists of Samara in June, it declared the ban on holding public events near military facilities, schools, kindergartens, religious institutions, and hospitals illegal.
In November 2019, deputies of the Pskov Regional Assembly lifted the ban on holding rallies, demonstrations, and protests closer than 100 m away from the buildings of state authorities, consulates of foreign states, and educational institutions. The ban on holding rallies at public transport stops, closer than 100 m away from airports and railway stations remains in force in the region.
The Constitutional Court of Russia had satisfied a motion of the residents of Syktyvkar on the illegality of banning rallies in Stefanovskaya Square and demanded lifting regional bans on holding rallies in certain places.
