The authors of the appeal drew attention to the fact that the country's authorities were not ready to "take responsibility in the face of a coronavirus pandemic". The authorities, according to independent deputies, have not provided the necessary funds to support citizens, shifted the entire burden of the situation off to ordinary citizens and the responsibility – to the governors whose resources are limited.

"To this day, the society has not been presented with a detailed anti-crisis plan.

To this day, the federal and regional budgets have not been reviewed.

To this day, no one has been named responsible for the „optimization“ of health care that has taken a huge number of medical institutions away from people.

The state has hoarded reserves for a rainy day.

This day has come for the majority of residents of Russia," the authors of the appeal wrote.

Independent politicians demanded to pay 25 thousand rubles to all adults and 15 thousand rubles to children from the federal budget, to introduce a state of emergency, and if the authorities are not ready to take responsibility for the welfare of citizens, then officials, according to the authors of the appeal, should resign.

The petition was signed by regional deputies of the Yabloko Party Lev Shlosberg, Artur Gaiduk, Emiliya Slabunova, Deputy of the United Russia Party from Pskov Ulyana Mikhailova, members of the Communist party faction in the Moscow City Duma, and Moscow independent municipal deputies. Many activists from different regions of Russia joined them.
